Our ongoing work with the Ukrainian security services is part of the EQUALFORCE project, which we are implementing in collaboration with the GS-Foundation and is funded by the German Federal Foreign Office. The project focuses on training, research and multilateral exchange to promote gender equality and the institutional promotion of women in the security services of Ukraine and Moldova.
Trainings on Sexual Harassment
To date, we have supported Ukrainian police officers through four specialized training sessions, equipping a total of 100 Ukrainian police officers with the skills to address and prevent sexual harassment. Our trainings ensure that investigators can effectively defend and uphold the rights and dignity of survivors. They reinforce a clear message that survivors deserve to be heard, perpetrators must be held accountable and harassment is never acceptable.
A key part of our training is on the application of the Guidelines for Police Officers on Documenting Administrative Violations under Article 173-7 (Sexual Harassment) of the recently amended Code of Administrative Offenses of Ukraine (19 December 2024). This detailed tool provides police officers with structured procedures to ensure cases are properly documented and survivors receive the justice they deserve. These changes served to bring the Ukrainian legislation in line with the ratified Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention).
We are honoured to support the Ministry of Interior in this vital mission. Together, we are reinforcing the role of law enforcement in building a safer, more resilient society and contributing to long-term security. Security sector reform is essential and a key part of the Women, Peace and Security (WPS) agenda. It contributes to strengthening protection mechanisms and building resilient institutions that uphold justice and human rights for all.
We are also pleased to announce that the training series has been extended and will lead to a collaboration with the United Nations Development Programme (UNDP) to further advance these critical efforts.
Joining Forces for Gender-Responsive and Inclusive Recovery in Ukraine
Building on these efforts, we are pleased to announce our participation in the Alliance for Gender-Responsive and Inclusive Recovery in Ukraine. This multi-agency alliance strives to coordinate gender-related projects and initiatives in Ukraine.
